EDUCATION IN BRAZIL

In Brazil, Educação Básica (Basic Education) includes Educação Infantil (Preschool), Ensino Fundamental (Elementary School/Middle School) and Ensino Médio (High School).  The goal of basic education is to guarantee to all Brazilians the core regular education that is essential for them to exercise their citizenship rights and responsibilities and provide them with the means to advance in the job market or pursue higher education. The two main guidelines for Brazilian basic education are the Law of Basic Tenets and Guidelines of National Education (Lei de Diretrizes e Bases da Educação Nacional – LDB), i.e. Law no 9,394, of December 20, 1996 and the National Education Plan (PNE) (Law no. 10,172 of 2001), both of which are governed by the Constitution of the Federative Republic of Brazil.

The first stage of Basic Education is Educação Infantil (Preschool), until the child turns 6 years old, the purpose of which is the child’s full development, in all of its aspects, i.e. physically, psychologically, intellectually and socially, by complementing the actions of the family and the community. Preschool education is offered at daycare centers or similar settings for children up to 3 years of age; and preschools, for children 4-6 years old.

Ensino Fundamental (Elementary School and Middle School) are mandatory for children 6 and older.  They last for 9 years, are free of charge at public schools, and has the goal of providing fundamental education of the citizen. Access to Ensino Fundamental is an individual right that must be ensured, and any citizen, group of citizens, community association, union, trade organization, or any other legally established entity - even the Public Attorney’s Office - may file a lawsuit against the government to ensure compliance.

Ensino Médio (High School), which was previously known as Secondary Education, lasts for 3 years.  The Law of Basic Tenets and Guidelines of National Education (LDB) established that it is a duty of the State to gradually increase the number of years for which education is mandatory. Also, there are High School Vocational and Technical Schools.

Ensino Superior (Higher Education) is composed of Graduação (Undergraduate) degree programs, which usually last for 5 years, and Pós-Graduação (Graduate) programs, with an average duration of 2 ½ years for a Master's degree and 4 years for a Doctorate, offered both by federal and state academic institutions, public and private.

An important feature of the Brazilian educational system is the decentralization of the powers to administer and organize it.  The responsibility for making education available and administering each of its levels is shared by the Federal, State and Local governments, including the Federal District of Brasília, which work in cooperation with each other.  The way in which they organize themselves to provide education is based on federal legislation that establishes a common national educational basis, including minimum hours and core curricula, the required number of school days, and final tests that are to be administered, while, at the same time, making sure that regional differences and local cultural aspects are respected.

EDUCATION IN THE UNITES STATES

One of the main features of education in the United States is its decentralization.  Education instruction and supervision is provided by the three levels of government in which it is organized, i.e. federal, state and local governments.  State and local governments are relatively free and have great autonomy to establish the educational standards within their territorial jurisdictions.

Overall, public Schools are under a School District and are governed by School Boards.  The boundaries of a School District jurisdiction are often the same as the territorial limits of a city or county.

Basic education in the United States usually includes Kindergarten, Elementary School and High School.  For the purposes of comparison with other systems, the latter two can be viewed as “primary” and “secondary education.”

In many school districts, there is still another distinction: Middle School or Junior High School.  They precede “High School”, based on the recognition that the education of young adolescents must be distinct from that of older ones.

Basic education is mandatory for all children and adolescents in the United States, and must be provided free of charge at Public Schools.  The period during which it is mandatory varies from state to state.  Most children begin their education in Kindergarten (usually when they are five or six years old) and complete it at the end of high school in 12th grade, when they are about 18 years old).  This is why basic education in the U.S. is also referred to as K-12.  Some states allow students to leave school when they are 16 or 17, before completing high school, provided that it is with the consent of their parents or guardians.  Other states require students to remain in school until they are 18 or until they complete high school.

Vocational or technical education is usually offered by Community Colleges, which in some aspects are similar to the Brazilian Federal Centers of Technologial Education (CEFET), or other similar educational institutions.  In all cases, however, students are given higher education degrees, and the programs last approximately for 2 years leading to an associate degree.  Students may continue their studies at another institution of higher education (college or university) and obtain an additional degree/diploma.  There are also other specialization courses, known as Graduate Certificates, which can be completed in one year, after the undergraduate degree.

U.S. Undergraduate Education is offered at institutions such as universities and colleges.  These courses of study last an average of four years.  Graduate Education include Master's Degree programs, which last from 2 to 4 years and the Doctor's Degree or Ph.D., from 4 to 6 years.

It is worth noting that both undergraduate studies and graduate studies are paid, even at public institutions.  Tuition at public institutions, however, tend to be more afordable than at private institutions.  American students and their families often resort to financing mechanisms to pay for their undergraduate and graduate studies.  These mechanisms include scholarships, grants and loans, some of which are subsidized by the government.

EDUCAÇÃO NO BRASIL

No Brasil, a Educação Básica é composta pela Educação Infantil, Ensino Fundamental e Ensino Médio. O objetivo da Educação Básica é assegurar a todos os brasileiros a formação indispensável para o exercício da cidadania e fornecer-lhes os meios para progredir no trabalho e em estudos posteriores. Dois são os principais documentos norteadores da Educação Básica brasileira: a Lei de Diretrizes e Bases da Educação Nacional – LDB (Lei nº 9.394, de 20/12/1996) e o Plano Nacional de Educação - PNE (Lei nº 10.172/2001), regidos pela Constituição da República Federativa do Brasil.

A Educação Infantil, primeira etapa da Educação Básica, tem como finalidade o desenvolvimento integral da criança até 6 anos de idade, em seus aspectos físico, psicológico, intelectual e social, complementando a ação da família e da comunidade. A Educação Infantil é oferecida em: creches, ou entidades equivalentes, para crianças de até 3 anos de idade; pré-escolas, para crianças de 4 a 6 anos de idade.

O Ensino Fundamental é obrigatório, com duração de 9 anos, gratuito na escola pública, iniciando-se aos 6 anos de idade, e tem por objetivo a formação básica do cidadão. O acesso ao ensino fundamental é direito público subjetivo, podendo qualquer cidadão, grupo de cidadãos, associação comunitária, organização sindical, entidade de classe ou outra legalmente constituída e, ainda, o Ministério Público, acionar o Poder Público para exigi-lo.

O Ensino Médio, antes conhecido como “2° Grau”, tem duração de 3 anos. A Lei de Diretrizes e Bases da Educação Nacional – LDB estabeleceu o dever do Estado com a progressiva extensão da obrigatoriedade do ensino médio. Existem igualmente Cursos de Educação Profissional Técnica de nível médio.

A Educação Superior é composta pelos cursos de Graduação (com duração média de 5 anos) e de Pós-Graduação (com duração média de 2½ anos para Mestrado e de 4 anos para Doutorado), sendo oferecida por instituições de ensino superior federais ou estaduais, públicas ou privadas.

Característica importante do sistema educacional brasileiro é a descentralização da competência em administrá-lo e organizá-lo. A responsabilidade pela oferta e administração de cada um dos níveis de ensino é compartilhada entre a União, os Estados, o Distrito Federal e os Municípios, sempre organizados em regime de colaboração. Tal organização é fundamentada em legislação federal que define uma base nacional comum (carga horária e currículos mínimos, dias letivos a serem cumpridos, realização de exames finais), mas que, ao mesmo tempo, permite que sejam respeitadas as peculiaridades regionais.

EDUCAÇÃO NOS ESTADOS UNIDOS

O ensino nos Estados Unidos tem como uma de suas principais características a descentralização. A supervisão e o fornecimento da educação dão-se nos três níveis de Governo que marcam a organização política do país: federal, estadual e local. Os Governos estaduais e locais gozam relativamente de grande autonomia para estabelecer os padrões educacionais nos seus territórios.

As Escolas Públicas estão, de um modo geral, subordinadas a Distritos Escolares, dirigidos por Conselhos Escolares. A jurisdição dos Distritos Escolares, muitas vezes, coincide com os limites territoriais de uma cidade ou condado.

O ensino básico norte-americano é constituído pelo Kindergarten, Elementary School e High School. Os dois últimos podem, para efeitos de comparação com outros sistemas, ser considerados “ensino primário” e “ensino secundário”.

Em muitos distritos escolares, há ainda uma outra subdivisão: Middle School ou Junior High School. Estas antecedem o “High School”, partindo do reconhecimento de que o ensino de jovens adolescentes deve ser distinto do ministrado aos mais velhos.

O ensino básico é obrigatório para todas as crianças e adolescentes, nos Estados Unidos, as quais devem ter acesso gratuito a Escolas Públicas. O período de obrigatoriedade de ensino varia de Estado para Estado. A maioria das crianças inicia sua educação no Kindergarten (geralmente, entre os 5 e 6 anos de idade) e conclui o ensino secundário na 12a série – “12th grade” – (com cerca de dezoito anos de idade). É por isso que o ensino básico norte-americano é também conhecido pela sigla K-12. Alguns Estados permitem que os alunos deixem a escola com a idade de 16 ou 17 anos, antes de concluir a “High School”, desde que com autorização dos responsáveis. Outros Estados exigem a permanência do aluno na escola até os 18 anos ou até a conclusão do “ensino secundário”.

O Ensino Técnico e Vocacional é oferecido, usualmente, nos Community Colleges, que guardam certa semelhança com os Centros Federais de Educação Tecnológica (CEFET) brasileiros, ou outras instituições de ensino assemelhadas. Em todos os casos, os cursos têm nível superior e uma duração aproximada de dois anos, correspondendo a um bacharelado curto. Os alunos podem continuar seus estudos em outra instituição de ensino superior (universidade) e obter uma diplomação adicional. Há ainda cursos de especialização, conhecidos como “Graduate Certificates”, com duração de um ano.

O Ensino Universitário (Undergraduate Education) norte-americano dá-se nas universidades e nos colleges (faculdades). Os cursos têm duração média de 4 anos. O Ensino de Pós-Graduação (Graduate Education) engloba os cursos de Mestrado (Master's Degree), com duração entre 2 e 4 anos, e os de Doutorado (Ph.D.), de 4 a 6 anos.

Vale recordar que tanto o Ensino Superior quanto o Ensino de Pós-Graduação são pagos, mesmo em universidades públicas. As taxas escolares das universidades públicas, no entanto, tendem a ser mais baixas do que nas privadas. Os estudantes norte-americanos e suas famílias, muitas vezes, lançam mão de mecanismos de financiamento para pagar seus estudos superiores e de pós-graduação. Sobressaem, entre esses, as bolsas de estudo e os empréstimos (subsidiados pelo Estado ou não).
